University of Phayao was established to expand educational opportunities and promote equality in education. Initially, it was a campus of Naresuan University, called Naresuan University Phayao IT Campus, since 1995. Later, during a Cabinet meeting on October 8, 1996, it was resolved to name the campus "Naresuan University Phayao IT Campus," and the teaching commenced from the academic year 1995.
In its early stages, teaching was temporarily conducted at Phayao Pittayakom School. By the academic year 1999, the campus relocated to its permanent location in Mae Ka Subdistrict, Mueang District, Phayao Province.
To enhance operational efficiency, Naresuan University Phayao IT Campus established a policy and planning department in the academic year 2001. This unit was under the administration office and comprised administrative work, budget analysis, institutional research, performance monitoring and evaluation, as well as master planning and design.
Over 12 years, Naresuan University Phayao IT Campus expanded into a large organization with many students and staff, necessitating improvements in personnel, academic management, and budget sourcing. In 2004, the policy and planning department became the Policy and Planning Division, responsible for administration, strategic monitoring, budget and workforce analysis, institutional research, and master planning and design.
In the 131st meeting of Naresuan University's council on July 21, 2007, regulations concerning the administration of Naresuan University Phayao were established. It was also resolved to rename the campus "Naresuan University Phayao."
On July 17, 2010, Phayao University was granted autonomy, separating from Naresuan University. In the 5th meeting of the Phayao University Council in 2010, it was resolved to reorganize the administrative units by upgrading the Policy and Planning Division into the Planning Department, which included administration, strategic evaluation, budget and workforce analysis, institutional research, and master planning and design.
In 2012, the Planning Department underwent a structural reorganization. In the 35th meeting of Phayao University’s management board on May 29, 2012, it was approved to restructure the Planning Department into several units: administration, strategic planning, performance monitoring, budget and workforce analysis, institutional research, and master planning and design.
Currently, to enhance administrative efficiency and align with the 20-year national strategy, Phayao University announced a restructuring of the internal units within the Planning Department, comprising administration, strategic planning, budget, strategic information management, and risk management and transparency support.
