Duties and Responsibilities

Section 7

The university may be divided into the following units:

  • Office of the University Council of Phayao
  • Administrative Division
  • Academic Division
  • Other Divisions

Section 33

The President is the representative of the university in all matters and has the authority and responsibility to:

  • Manage university operations in accordance with the university’s objectives and policies.
  • Oversee the university’s financial, fiscal, procurement, and property management in compliance with laws, regulations, and announcements.
  • Appoint, discipline, and remove university employees and staff according to university regulations.
  • Create development plans and ensure the execution of policies and plans, including monitoring and evaluating university performance.
  • Generate revenue and resources to support the university’s mission.
  • Prepare income and expenditure budgets for submission to the University Council.
  • Submit annual reports on the university’s various operations to the University Council.
  • Perform other duties as required by laws, regulations, and the University Council’s directives.

Clause 9

  • The university must prepare a strategic development plan for submission to the University Executive Committee for approval, and subsequently to the University Council for final approval.

Clause 13

  • The university must allocate budgets for various funds in accordance with university regulations and bylaws.

Clause 15

  • The Planning Division must prepare the university’s annual expenditure budget, including revenue estimates categorized into seven types, based on the university’s strategic development plan and annual operational plan. This budget is to be submitted to the University Finance and Asset Committee for review and approval by the University Council as the official annual budget.

Clause 28

  • The Planning Division and Finance Division must review and summarize the annual expenditure and actual income of each department. This is submitted to the President for consideration in preparing the university’s reserve budget for the divisions in accordance with Section 7 (3) and (4).

Clause 35

  • The university must prepare an annual risk management plan and communicate it to administrators and staff systematically to ensure continuous improvement and development.

Clause 37

  • The university must establish appropriate internal control processes for operations and ensure that administrators and staff consistently follow these processes.

Clause 38

  • The university must continuously monitor and evaluate risk management and internal control processes and regularly review risk management plans.

Clause 43

  • The university must establish mechanisms and an environment that promote integrity and transparency in accordance with good governance principles and legal requirements to ensure that all levels of the organization follow these guidelines consistently.

Clause 44

  • The university must systematically monitor, analyze, and evaluate the performance of its integrity and transparency operations at regular intervals, and develop improvements based on performance review to achieve the established key performance indicators.
