On January 11, 2024, the University of Phayao, through the Planning Division, hosted the first meeting of the university's Integrity and Transparency Task Force for Fiscal Year 2024. The meeting was held electronically with 93 participants attending virtually from the Planning Division meeting room on the 3rd floor of the Office of the President building.
The meeting's main objectives and key points were as follows:

To raise awareness among university executives and staff regarding the Integrity and Transparency Assessment (ITA) for the fiscal year 2024, specifically for public sector organizations, as mandated by the National Anti-Corruption Commission (NACC).

To involve all university units in preparing for the university-wide ITA evaluation and the UP Integrity and Transparency Assessment (UP ITA) for fiscal year 2024, which evaluates the transparency and ethics of internal operations.

To answer questions and share knowledge on the assessment processes, emphasizing collaborative and concrete implementation across the university’s internal units. Key topics discussed included:
- Promoting internal (IIT) and external (EIT) stakeholders’ involvement in providing feedback on the integrity and transparency of the university's operations, particularly concerning anti-corruption efforts and operational efficiency.
- Guidelines for public data disclosure, including basic data, administration and budgeting, procurement, personnel management, handling complaints of corruption, and ensuring participation.
- Promoting ethics and transparency among university staff according to the university’s code of conduct.
- Encouraging staff to adhere to the No Gift Policy, which prohibits accepting gifts in the course of their duties, and reporting on the implementation of this policy.
- Risk management strategies related to corruption, focusing on bribery prevention.
- Anti-corruption action plans and measures to enhance integrity and transparency.

Task Force responsibilities: Each internal unit head was assigned to oversee their respective unit's commitment to the No Gift Policy and ensure alignment with the ITA criteria for the fiscal year 2024. The task force is also responsible for:
- Preparing UP ITA work plans and assigning staff at all levels to collaborate on collecting the necessary data.
- Publishing the UP ITA information on the unit’s website and submitting it to the university’s UP ITA system within the set timeframe.
- Supporting activities that enhance transparency and integrity among staff, such as raising awareness about public data disclosure (OIT), ethical behavior, and the No Gift Policy.

The Planning Division was assigned to monitor and report the progress of UP ITA and ITA assessments to the university’s Risk Management, Internal Control, and Transparency Committee for further action.
