On February 18, 2025, the Planning Division, led by its Director, along with the Heads of Risk Management and Transparency Support, Administration, Budget, Strategic Planning, and Strategic Information, as well as personnel from the division, conducted an internal meeting at the Planning Division Meeting Room 1, 3rd Floor, Office of the President Building, University of Phayao.

Approval of Plans to Promote Integrity and Transparency in Operations and Prevent Corruption
The meeting approved the annual action plan to enhance integrity and transparency while reinforcing anti-corruption efforts. It also included a review and analysis of the division’s Open Data Integrity and Transparency Assessment (OIT) performance for the fiscal year 2024. The Head of Administration was assigned to oversee updates and improvements in public data disclosure (OIT) for fiscal year 2025, particularly Indicator 9 (Data Disclosure) and Indicator 10 (Corruption Prevention), with regular progress reports submitted to the Director of the Planning Division. -
Instilling Organizational Culture Under the No Gift Policy
The Director of the Planning Division officially announced the No Gift Policy guidelines, emphasizing strict adherence to the declaration of commitment not to give or receive gifts or gratuities in official duties for the fiscal year 2025, issued on January 9, 2025. The initiative aims to embed a culture of rejecting gifts, reduce corruption risks, and enhance transparency under good governance principles. A symbolic group photo was taken to reaffirm the division’s commitment to anti-corruption in all forms. -
Raising Awareness of Proper Use of Government Assets
The meeting covered regulations under the Government Procurement and Supplies Management Act, B.E. 2560 (2017), Section 13, alongside the Ministry of Finance’s Regulations on Government Procurement and Supplies Management, Section 9, particularly:- Part 2: Borrowing of Government Property
- Part 3: Maintenance, Inspection, and Management of Government Property
The objective was to ensure that all personnel understand the correct procedures for borrowing and using government property, implement systematic oversight, and prevent misuse of state assets for personal gain. The emphasis was on maximizing efficiency and benefits for the organization while maintaining transparency and accountability.

Ethics in the Workplace: Discussion and Exchange of Perspectives
Personnel engaged in discussions on workplace ethics, covering examples of "gray-area behaviors" and ethical standards to uphold. The session aimed to raise awareness of integrity, transparency, and corruption prevention among all employees.
Additionally, the Director of the Planning Division reinforced key principles from the Code of Ethics for Civil Servants in Higher Education Institutions and the University of Phayao Code of Ethics, B.E. 2564 (2021). Emphasis was placed on fostering ethical conduct, including:
- Not seeking or accepting benefits through one’s position
- Avoiding conflicts of interest
- Performing duties with impartiality, fairness, and neutrality
- Maintaining accountability, honesty, and transparency
- Encouraging teamwork and organizational unity
- Using organizational resources efficiently and responsibly
These initiatives reflect the Planning Division’s commitment to fostering an ethical, transparent, and corruption-free workplace, reinforcing sustainable integrity within the organization.
