According to the Public Financial Management Act of 2018, Section 79, along with the Higher Education Act of 2019, Section 19, higher education institutions are required to establish effective internal control systems and audit processes to prevent and eliminate conflicts of interest, corruption, and misconduct. The University of Phayao, as a state agency, has implemented internal audit processes, internal control mechanisms, and risk management strategies in accordance with the University of Phayao’s Governance Regulations of 2021 and the standards set by the Ministry of Finance. Every unit under the University’s supervision must continuously manage risks alongside internal controls to maintain acceptable levels of operational risks impacting the University’s mission.
In this regard, the Office of Planning recognized the importance of fostering an organizational culture that enhances risk management mechanisms and environments, ensuring effective integration with internal controls across the organization. Thus, it organized a workshop on risk management and internal control at the University of Phayao from September 12 to 13, 2022, at the Muang Phayao Meeting Room, Faculty of Information Technology and Communication. The workshop was inaugurated by Assoc. Prof. Dr. Thitirat Chiewsuwan, Vice President for Policy and Planning, with a report presented by Ms. Thitiporn Maneechan, Director of the Office of Planning. Approximately 120 participants attended the event, comprising administrators, academic staff, and support personnel from various faculties and units within the University of Phayao.
This workshop honored Dr. Awirut Chatrmalathong, Director of Strategy and Academic Development and Director of the Risk Management Center at Chulalongkorn University, as a guest speaker with expertise in risk management and internal controls applicable to organizations, including higher education institutions, state enterprises, and public hospitals.
The goal of the workshop was to enhance skills, knowledge, and understanding of strategic risk integration and performance according to the COSO ERM 2017 framework, alongside practical exercises in analyzing gaps in risk management plans, monitoring, reviewing, and assessing risks that can be effectively implemented in units. This mechanism supports and prevents adverse events that could hinder achieving the University's mission and strategic objectives while promoting transparency and good governance in collaborative operations.
