On January 31, 2023, Phayao University, led by Assistant Professor Dr. Chattraphi Chaiyachak, Deputy President, along with the Planning Division, Student Affairs Division, and Asset Division, collaborated with officials from the National Anti-Corruption Commission (NACC) to organize an event that provides opportunities for external stakeholders to participate in assessing and reflecting on the overall services and operations of Phayao University for the fiscal year 2023. The event was conducted via electronic media using the WebEx Meetings platform at the Fhamui Meeting Room in the Sangwansermsri Building and CEO3203 Room in the new CE Building at Phayao University, aiming to gather feedback and suggestions from external stakeholders based on the EIT assessment model, which will be beneficial for improving the organization in terms of ethics, moral values, and transparency. A total of 45 participants attended, including Phayao University students and business operators/shop owners.
The objectives of the event are to provide an opportunity for external stakeholders—those who have received services or have contacted the university in relation to its missions, including significant stakeholders or those affected by the policies, duties, or operations of the university in the fiscal year 2023—to participate in evaluating and reflecting on the services or operations of the university and its internal departments.
Key areas of stakeholder participation in providing feedback based on the EIT assessment model for the fiscal year 2023 include:
- Assessment of the quality of operations
- Assessment of communication effectiveness
- Assessment of improvements to work systems
The results of the activity and the incorporation of feedback from external stakeholders' EIT assessments for the fiscal year 2023 will help improve the operations of Phayao University.
Conducting such activities is part of the university’s operations to align with the ten principles of good governance as stipulated in Section 6 of the Phayao University regulations on governance (2021), which mandates that administrators and staff must perform their duties while adhering to these ten principles. The outcomes of these activities will support the operations of the university and its internal departments in accordance with these ten principles, which include effectiveness, efficiency, responsiveness, accountability/auditability, openness/transparency, rule of law, equality, participation/consensus-seeking, decentralization, and ethics/moral values.
Continuously promoting such activities allows the university to improve its internal operations under the framework of good governance. It involves making necessary information publicly available, fostering ethical conduct among personnel at all levels, and developing information systems and the main website of the university and its departments to provide convenient online access to essential government information. This process promotes transparency, fairness, and accountability, encourages public feedback, and invites individuals or stakeholders to participate in sharing insights, identifying problems, and collaborating on solutions during decision-making processes. This is essential for reaching mutual agreements among affected stakeholders. Thus, these activities are crucial for promoting measures to enhance organizational excellence, as well as providing the university with insights from external evaluations, which can be utilized to improve organizational development in terms of ethics, moral values, and sustainability.
Feedback and suggestions from service recipients, visitors, or external stakeholders (EIT) of Phayao University for the fiscal year 2023 will be collected and recorded in the ITAS system of the NACC and used as data for assessing ethics and transparency in government operations (ITA) at Phayao University for the fiscal year 2023. The Planning Division will support and prepare for the operations regarding ethics and transparency at Phayao University in collaboration with internal departments across the organization. Additionally, feedback and suggestions from all stakeholder groups will be continuously reported to the university’s administration to inform the results of the ITA assessment for Phayao University for the fiscal year 2023, including insights from both internal (IIT) and external stakeholders (EIT) and the public information disclosure (OIT), to improve the ethics and transparency of the university and its internal departments in the coming years.
