On March 13, 2023, the University of Phayao, through the Planning Division, organized a project to promote morality and transparency in the operations of the University of Phayao for the fiscal year 2023 under the training topic "Guidelines for Implementing the No Gift Policy from Duties of the University of Phayao and Promoting Morality and Ethics of University Personnel." The training was conducted via electronic media in the Boworn Rattanaprasit Meeting Room at the Office of the President of the University of Phayao. The event was honored to have Assistant Professor Udom Ngam Muang Sukul, Dean of the Faculty of Law, and Lecturer Arthi Srichai, Deputy Dean for Administration of the Faculty of Law, as speakers for the project.
At 09:05 a.m., the President of the University of Phayao officially opened the project, with attendees including the Vice Presidents for Policy and Planning, Assistant Vice Presidents (Assistant Professor Dr. Chatthip Chai Chakan), Deans of the Faculty of Arts, Faculty of Education, Faculty of Information Technology and Communication, Faculty of Political Science and Social Sciences, Directors of the Asset Division, Director of Student Quality Development and Disabled Students Division, Director of Planning Division, and executives from various departments within the University of Phayao, along with personnel from all levels. The total number of on-site participants was 25, while online participants totaled 135. The President of the University of Phayao provided a No Gift Policy for duties for the fiscal year 2023 to the executives of departments within the University of Phayao, encouraging deans, directors, and heads of departments to collectively express their intention and declare themselves as departments where all executives and personnel do not accept any gifts or presents from duties (No Gift Policy).

To enable executives of departments within the University of Phayao to collectively express their intention and declare themselves as departments where all executives and personnel do not accept any gifts or presents from duties (No Gift Policy) for the fiscal year 2023, ensuring that department executives oversee and ensure that personnel at all levels adhere strictly to this policy.

To disseminate and share the guidelines for driving the national reform plan regarding the prevention and suppression of corruption and misconduct, announcing the No Gift Policy for duties for the fiscal year 2023 following the guidelines of the Office of the National Anti-Corruption Commission (NACC), to foster knowledge and understanding of this policy among personnel at all levels within the University of Phayao.

To cultivate a culture of morality, ethics, and transparency within the organization for students and personnel sustainably, as well as promote the establishment of a culture following the No Gift Policy for duties at the University of Phayao, ensuring that all university personnel strictly adhere to this policy. Furthermore, it aims to instill a sense of awareness among all university personnel to refuse any gifts or presents from duties to prevent or reduce the chances of accepting bribes and conflicts of interest in various forms. It also encourages personnel to neither condone nor support corruption and misconduct in any form.

To enhance knowledge and understanding in reporting results according to the reporting format for receiving gifts or presents under the No Gift Policy from duties at the University of Phayao for the fiscal year 2023 to all departments across the organization, enabling university personnel to apply the knowledge gained from the training in their work appropriately within the framework set by the university and the NACC.
The training topic also includes promoting morality and ethics among personnel at the University of Phayao under the principles and key points of the Ethics Standards Act B.E. 2562, mechanisms for driving ethical standards, and the Code of Ethics of the University of Phayao B.E. 2564, as well as criteria for ethical conduct among personnel at the University of Phayao.

To disseminate guidelines for ethical conduct Dos & Don'ts at the University of Phayao, to create understanding and reduce confusion among university personnel regarding grey area behaviors as guidelines for appropriate ethical conduct.

To enhance knowledge and understanding of the principles and key points of the announcement from the NACC regarding the criteria for accepting property or other benefits ethically by public officials B.E. 2563, the Constitution of the Kingdom of Thailand B.E. 2560, Section 76, the Ethics Standards Act B.E. 2562, Section 5, the Prime Minister’s Office Regulation on giving or receiving gifts by public officials B.E. 2544, the Prime Minister’s Office Regulation on fundraising by state agencies B.E. 2544, and its amendments.
