On March 14, 2023, the Planning Division organized a consultation activity to provide opportunities for departments within the University of Phayao to participate in knowledge exchange regarding Public Information Disclosure (OIT) to enhance morality and transparency in the operations of departments within the University of Phayao (UP ITA) for the fiscal year 2023. The event was conducted via electronic media in the Planning Division Meeting Room at the Office of the President of the University of Phayao, led by the Assistant Vice President (Assistant Professor Dr. Chatthip Chai Chakan), Head of the Risk Management and Transparency Support Division, along with relevant personnel from the Planning Division. A total of 66 participants joined the event online, comprising deans, directors, or heads of departments from 40 internal departments within the University of Phayao, along with personnel responsible for OIT.
Participation Issues and Objectives of the Activity
The purpose was to provide consultation and allow executives and personnel from departments within the University of Phayao responsible for OIT to participate in knowledge exchange and address questions among departments regarding the preparation of public information disclosure data (Open Data Integrity and Transparency Assessment: OIT) to support the UP ITA assessment of internal departments within the University of Phayao for the fiscal year 2023, which promotes governance, morality, ethics, and transparency in the operations of departments within the University of Phayao.
Results from the Activity
Participants gained clear knowledge and understanding of the guidelines for preparing public information disclosure data for each indicator (OIT: O1 – O43) to support the UP ITA assessment of internal departments within the University of Phayao for the fiscal year 2023. This aligns with the criteria for evaluating morality and transparency in the operations of public agencies (ITA) set by the NACC. They also exchanged knowledge on examples of OIT data among the contexts of each department, particularly for indicators with new detailed changes from the fiscal year 2022, such as O10 on personal data protection policy, O30 on opportunities for participation, O31 – O33 on the No Gift Policy, and O39 – O41 on measures to enhance ethical standards.
Applying Results from the Activity to Improve Department Operations
Participants disseminated and communicated the guidelines for preparing public information disclosure data (OIT) for the fiscal year 2023, along with examples of OIT data to personnel within their departments. They also assigned responsible personnel to update and develop their department's OIT data in accordance with the UP ITA assessment criteria for internal departments within the University of Phayao for the fiscal year 2023. The university will close the UP ITA system by March 20, 2023, and the UP ITA scores will be announced on April 19, 2023.
